GEORGETOWN, SC?- January is National Blood Donor Month, so why not start the year off with a pint? Of blood, that is.

Waccamaw Community Hospital is holding a blood drive Friday, Jan. 4, at ?Wachesaw Conference Center.

Members of the public can donate blood from 10:30 a.m. ? 4 p.m. in Conference Room 1A and 1B. Walk-ins are welcome, but appointments take priority. To schedule your appointment you can call 843-652-1135 or register online at www.redcrossblood.org, and enter sponsor code WaccamawHosp.

In addition to having a valid ID, blood donors must be healthy, be at least 17 years old and weigh a minimum of 110 pounds.

Emancipation Proclamation: Creation of the United States Colored Troops

The issues of freedom for the slaves and military service were intertwined from the beginning of the Civil War. News from Fort Sumter had set off a rush by free black men to enlist in military units. They were turned away, however, because a Federal law dating from 1792 barred them from bearing arms for the U.S. Army (although they had served in the American Revolution and in the War of 1812).

The Lincoln administration thought about authorizing the recruitment of black troops before the signing of the Emancipation Proclamation, but they were worried that doing so would prompt the border states to secede.

Nevertheless, the Emancipation Proclamation, issued on January 1, 1863, did include mention of military service, although Lincoln did not call slaves and free blacks to serve as combatant troops in the war. Lincoln wrote, ?And I further declare and make known, that such persons of suitable conditions, will be received into the armed service of the United States to garrison forts, positions, stations, and other places, and to man vessels of all sorts in said service.?

This statement directly applied to slaves in the slave states, and many black men moved to free themselves. Despite the restrictions of the Emancipation Proclamation in loyal border states, Tennessee, and portions of Union-occupied Louisiana and Virginia, slaves found their way to the Union armies and U.S. recruitment stations while their families remained in slavery.

From February to June 1863, the War Department established procedures for the selection, recruitment, and training of blacks?regardless of status?to serve in the U.S. Army. The War Department also created a selection process for white officers to lead the troops. On May 22, 1863, the War Department issued General Order 143, officially establishing a Bureau of Colored Troops and authorizing the raising of regiments of ?U.S. Colored Troops? (USCT). Many African Americans served in the USCT as the war continued.

Karen S. Exkorn: Five Tips On How To Say The Right Thing All (Or At Least Most) The Time

Say What You Mean, Mean What You...What'd You Say?

You know how sometimes you use an expression without thinking about its meaning? I did just that recently, and it came back to haunt me.

I'd written a fun and upbeat article about "Happy Holiday Sex." It included sexy tips and a sentence about how dealing with sugar-crazed kids or dysfunctional family members "does not necessarily put you in the mood...unless that mood involves killing someone."

I'd written that article many weeks ago. The article was published just days after the Newtown tragedy.

Upon re-reading it, I honestly hadn't remembered writing that line. It was a throwaway line, an attempt at light-hearted humor. But my heart grew heavy as I read it. I quickly contacted the publisher, who just as quickly deleted the line.

That's when I started to assess my use of language -- specifically those expressions I'd come to use everyday without even thinking about them. I heard myself saying things like, "I'd die if I ever wore something like that!" or "That joke kills me!" Even using the word "deadline" started to bother me.

Meanwhile, I'd spent years as a management consultant, coaching executives on the importance of finding just the right words or expressions to use in their keynote speeches or business pitches. I'd emphasized the weight that a single word holds. Words have power, and the power of one word can mean the difference between a positive or negative audience reaction. It can also mean the difference between the making or breaking of a business deal, or even a relationship.

Five Tips on How To Say the Right Thing All (or at least most) of the Time

Mirror Mirror
Observe yourself. Your words define who you are and how you are seen in the world. What expressions do you use on a daily basis? Are you using "loaded" words or expressions that really don't represent who you are? My teenage son Jake pointed out that I constantly used the expression, "It is what it is." He said, "Mom, it doesn't sound like you. It sounds kind of negative." I realized that he was right, and I'm making a conscious effort to stop saying it. Remember, people judge you by the words you use. Be mindful of what you're saying.

Think First. Speak Second.
Words can help. And words can hurt. Even though spoken words seem to disappear into the air, they can have a way of landing inside someone's heart and remaining there for a very long time. When you're feeling a positive emotional charge, it might be okay to shout out, "I love you!" but when you're feeling a negative emotional charge (i.e. in the heat of the moment during a fight with a loved one), it might not be okay to shout out, "I hate you!" The best advice a marriage counselor ever gave my husband and me was to "Think before you speak," especially during a highly emotionally charged situation.

Let Your Body Talk -- or Shout!
Your body speaks louder than your words when you're communicating in person. Oh sure, you can use words to tell someone that you care, but if your arms are crossed in front of your chest and your eyes are trying to peer over his shoulder to see what's on TV, then your words are the equivalent of what you'd scoop up in the dog park. This happens quite often in the business world. Everyone is multi-tasking to the point where when an employee tries to share an idea and others are tweeting and texting and adding empty "Uh huh's," that idea is never received, and the employee feels like the equivalent of that dog park pick-up. So, make sure that you use open body language (arms uncrossed and eye contact) to express your ideas or show that you're openly listening.

Talk to Yourself
Be aware of the words you use when you're talking to yourself. Psychologists have done studies on the effect of self-talk and its powerful effect on the unconscious. If you're constantly saying to yourself, "I'm so stupid" or "I can't believe I just said such a dumb thing," then you probably will continue to say and do dumb things. It's self-fulfilling prophecy. On the other hand, if you constantly say to yourself, "I'm so smart" and "I just came up with a brilliant idea!" then you will probably continue to do and say smart and brilliant things. Studies also show that even if you don't actually believe that you're all that smart, by constantly telling yourself that you are, you will be!

Say EEEE.
Say "EEEE." Notice what happens to your mouth. It actually pulls up the corners of your mouth so that you're smiling. A New York Times article entitled "A Language of Smiles" by Olivia Judson () states that "The mere act of smiling is often enough to lift your mood...(and) influence your emotional state." Think of the words that causes you to smile; they use the "EEEE" sound -- "happy," "glee," "sunny," "silly," me." If you can incorporate "EEEE" words that connote positive feelings and use those words, you will enhance both your own mood and the mood of your listener.

Just remember, what you say matters -- whether it's to yourself or others. Communicating with the right words can mean a world of difference about how you feel about yourself, and the way you are perceived by others. What if you make a mistake and say the wrong thing?There's always the option to use those powerful, magic words, "I'm sorry." And if you write the wrong thing? Well, as I learned, there's always the option of speaking up and using that magic "delete" key.

Former NBA player Jerome Whitehead found dead

Jerome Whitehead, who stared in college at Marquette and went on to have a 12-year NBA career, has died.

He was found dead in his home in El Cajon, Calif;, (near San Diego) back on Dec. 20, reports the Chicago Tribune and multiple other outlets. He was discovered by his sister and apparently had been passed away for a little while, according to the report.

An autopsy found that Whitehead had died from a gastrointestinal hemorrhage related to chronic alcohol abuse, an investigator at the examiner?s office said.

Whitehead was a 6?10 center (and occasional forward) who was drafted in the second round of the 1978 draft by the then San Diego Clippers and went on to play for Utah, Dallas, Golden State and San Antonio. He averaged 6.5 points and 4.8 rebounds a game. In the 1981-82 season he averaged 13.8 points a game for the San Diego Clippers.

Whitehead was a key part of Marquette?s 1977 national championship team.

Stocks lower at midday ahead of DC 'cliff' summit

Stocks held modest losses in volatile trading Friday as traders reacted to "fiscal cliff" headlines from Washington and ahead of a White House summit later this afternoon.?

Still, stocks pared session lows following a Bloomberg report that President Obama plans to offer a scaled-back plan to avoid some of the effects of tax and spending changes set to kick in early next year.?

The Dow Jones Industrial Average recovered back above the psychologically-important 13,000 level after being down more than 100 points earlier. Hewlett-Packard and Chevron led the blue-chip laggards.?

The S&P 500 and the Nasdaq also cut some of their losses. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, gained above 20.

All three major averages are on track to posting declines of more than 1 percent across the board for the week.?

Among key S&P sectors, energy and materials held losses, while utilities turned higher.?

"Traders are so cautious and investors are also worried," said Stephen Guilfoyle of Meridian Equity Partners. "You're going to see some headlines [from the meeting at the White House] so the market will move again later today."?

President Barack Obama will meet congressional leaders from both parties at the White House later this afternoon, just days before the deadline to reach a deal or see the a series of automatic spending cuts and tax hikes come into force.?

House Speaker John Boehner, Senate GOP leader Mitch McConnell, Senate Majority Leader Harry Reid, House Democratic Leader Nancy Pelosi and Vice President Joe Biden are scheduled to attend Friday's meeting. If a deal is not possible, Obama and the leaders would leave the resolution to the next Congress to address in January.

Stocks tumbled Thursday?but recovered most of their intraday losses after the House of Representatives said it would reconvene this Sunday to resume budget talks.?

On the economic front, pending home sales rose to the highest level in more than 2-1/2 years, climbing 1.7 percent in November, according to the National Association of Realtors.?

And the Institute for Supply Management-Chicago said its index of Midwest business activity rose to 51.6 in December from 50.4 in November, edging past expectations for 51.0.

Hewlett-Packard confirmed that the Justice Department is looking into its allegations that Autonomy engaged in accounting fraud prior to its acquisition by HP last year.

Apple dipped after a Chinese court fined the iPhone maker $160,000 for hosting third-party applications on its App Store that were selling pirated electronic books, Xinhua news agency said. Apple shares have declined nearly 25 percent in the last three months. The stock hit an all-time high of $705 in mid-September.?

Barnes & Noble jumped after British publisher Pearson said it will buy a 5 percent stake in the bookstore chain's digital Nook and college bookstore businesses for $89.5 million. Separately, Barnes & Noble said it expects holiday sales to be below forecasts and that its Nook business will not meet prior full-year 2013 projections.?

Among airlines, Raymond James raised its price target on Delta Airlines, Southwest Airlines, U.S. Airways, Spirit Airlines and Alaska Air.?

Deal reached to avert East coast port strike ... for now

(Reuters) - The union representing nearly 15,000 dockworkers at U.S. Atlantic and Gulf Coast seaports stretching from Boston to Corpus Christi, Texas, reached a tentative contract deal with shipping companies on Friday, averting a strike that threatened to wreak havoc on the U.S. economy.

The International Longshoremen's Association (ILA) and the U.S. Maritime Alliance clinched a deal in federally-mediated talks less than two days before a strike deadline set by the union to coincide with expiration of the contract on Sunday.

The threatened walkout would have brought container cargo operations to a halt at 15 ports along the Eastern seaboard and Gulf Coast, marking the first such work stoppage in 35 years. Friday's announcement came hours after the White House urged the parties to settle their dispute.

Under Friday's deal, the two sides agreed to extend the terms of their expiring labor pact for 30 more days while negotiators finalize details of their settlement, the Federal Mediation and Conciliation Service said in a statement.

The breakthrough came as the parties agreed "in principle" on the contentious issue of "container royalties," or bonus payments earned by ILA dockworkers based on the tonnage of cargo moved through their respective ports.

The new contract does not eliminate the royalty payments, as the shippers had demanded, according to Benny Holland, an executive vice president for the ILA.

"The royalty will stay intact. We have worked out a formula for it," he said in an interview. He did not elaborate and the shippers declined to comment. No further details were disclosed in the government's statement.

LONG-TERM AGREEMENT AWAITED

Established in 1960, the royalty payments to ILA workers are based on the tons of container cargo that move through a port. That tonnage has risen from 50 million tons in 1996 to 110 million tons last year, according to the alliance.

Total payments last year were $211 million, according to the USMX, or an average of $15,500 per worker.

The original idea of the royalty payments was to protect longshoremen from wage losses expected as a result of "containerization," in which more and more goods are packed in the now-familiar 20- and 40-foot long boxes. Those take less manpower to offload than the less-standardized containers they replaced.

The two sides also fought over the guaranteed eight-hour workday in the current contract as well as the seven-man "lashing gang." Lashing crews, or gangs, secure the cargo containers to the vessel using metal lashing rods to keep them from moving while the vessel is at sea. The maritime alliance wanted to eliminate each.

A new long-term agreement has an 80 percent chance of happening by January 28, Capital Alpha Partners analyst Loren Smith said in a research note.

The temporary agreement comes as labor forces felt emboldened by recent victories by other unions across the United States. At the same time, shipping companies and port operators have been using more automation, but have seen profits shrink.

The Baltic Dry index, which tracks the cost to ship materials overseas, is down 55 percent in the past year and currently trading at levels it has not seen in a decade.

Syrian rebels step up siege of northern airbase

BEIRUT (AP) ? Syrian rebels stepped up their siege of a military base in north of the country Friday as government warplanes bombed surrounding areas to support the defenders, activists said.

The fighting around Mannagh airbase near the Turkish border came as foreign ministry officials in Ankara said two Syrian air force generals had defected and crossed the border.

Rebels have been advancing in different areas in northern Syria, capturing several bases in and around the embattled city of Aleppo in recent weeks.

"The fighting did not stop all night around Mannagh airport," said Aleppo-based activist Mohammed Saeed. He added that Syrian military warplanes bombed rebel positions around the camp in an attempt to take the pressure off the base.

The Britain-based Syrian Observatory for Human Rights said rebels reached the edge of the air base late Thursday and that heavy fighting continued into Friday.

The Observatory and Saeed also reported heavy clashes between troops and rebels in an around the Palestinian refugee camp of Handarat in Aleppo, Syria's largest city and commercial center, which opposition fighters have been trying for six months to capture.

Meanwhile, Russia's foreign minister said Moscow has proposed talks with the main Syrian opposition coalition, even though it had previously criticized Western countries for recognizing the group.

Sergey Lavrov told reporters that Russia has contacted the Syrian National Coalition for Opposition and Revolutionary Forces through the Russian Embassy in Egypt and "we expressed readiness to conduct a meeting" with coalition leader Mouaz al-Khatib.

The opposition leader al-Khatib quickly delivered an apparent snub: "If we don't represent the Syrian people why is he inviting us?" He called on Russia to demand that President Bashar Assad step down, "a main condition in any negotiations."

"The Syrian people haven't heard one fair word from Russia to the Syrian people, especially to the children, innocent people and civilians who are killed every day with Russian weapons," al-Khatib said in an interview with Al-Jazeera TV.

Russia has been one of Assad's strongest supporters and used its veto right alongside China at the U.N. Security Council to protect its old ally from international sanctions.

It has increasingly sought to distance itself from the Syrian strongman with top Russian officials, including President Vladimir Putin, making comments that suggest Russia is resigned to Assad losing power.

However, Russia continues to oppose calls for Assad's ouster, and has criticized Western countries for recognizing the opposition coalition, formed in November, as the legitimate representatives of the Syrian people. Moscow says this runs counter to agreements seeking to promote political transition in Syria.

In Beirut, airport officials said the U.N. envoy for Syria Lakhdar Brahimi left Lebanon to Dubai on his way to Moscow where is expected to discuss the Syria civil war with Russian officials later this week.

In Turkey, foreign ministry officials said Friday that the two defecting generals were "regional Syrian Air Force commanders" and are now in a camp where army defectors stay in the country.

They refused to give the generals' identities or say how they escaped from Syria. They spoke anonymously as they were not authorized to talk to the press.

The defection comes days after the commander of Syria's military police Maj. Gen. Abdul-Aziz Jassem al-Shallal defected to Turkey. Al-Shallal is among the most senior members of Assad's military to defect.

Dozens of Syrian generals have defected since the country's crisis began in March 2011.

In other parts of the country, the Observatory reported fighting and shelling in areas including some neighborhoods of the capital Damascus, its suburbs, the central province of Hama and Homs and the region of Quneitra on the edge of the Israeli-occupied Golan Heights.

The Observatory reported heavy clashes in the southern province of Daraa, mostly in the town of Busra al-Harir, and the Tel Shehab area near the border with Jordan.

Syrian rebels are fighting a 21-month-old revolt against President Bashar Assad's regime. Activists say more than 40,000 people have been killed in the crisis, which began with pro-democracy protests but has morphed into a civil war.

These business angels and angel funds are predicted to be the alternative investment channel needed to spur economic growth. ??

Angel investors traditionally have been male, retired CEO's, or entrepreneurs interested in investing in a business. There have been many efforts to break away from this stereotype in both the US and UK.? With groups from both countries encouraging more women to become angel investors but many suggest that there is more to be done.??

Of the angels currently available for entrepreneurs it's interesting to note what percentage make up? female investors.? Women make up only 5 percent of the angel investors in Europe and 13 percent of the angel investors in the US as reported by the Organization for Economic Cooperation and Development.? The numbers are very low.?

In the UK, Jenny Tooth, Business Development Director of the British Business Angels Association, says,

?Despite the high number of successful business and professional women in the UK, and women accounting for nearly half the millionaires in Britain, currently only about 5% of Business Angels in the UK are women investors.??

Once again, women make up a very small percent of the business angels.??

If more women became angel investors, more money would be available for women starting up businesses and with this fuels economic growth.?? There are groups working hard to engage women in angel investing in the US and Europe to break the shattered box and stereotype image.? An emergence of angel investment firms that target women entrepreneurs in the US and UK can be found, but not in Canada.?

In the US, Golden Seeds is an investment firm dedicated to delivering above market returns through the empowerment of women entrepreneurs.? There are 250 men and women investors in its' network.? Founded in 2004, headquartered in New York with offices throughout the US and deemed to be the fourth largest angel investment network in the United States.?

Deborah Maden is the best known UK female business angel for investing in businesses that are ethical and green. Maden is part of the estimated percentage of female angels at just 5 % of the total number of female investors in the United Kingdom. ?

The UK has groups trying to increase women investors and funds directed to women starting up businesses.? Incito Ventures is an investment club for women who want to invest in female led start ups in the UK.?? Addidi Business Angels is another group that is a women only angel investment club with about 20 to 30 female investors.? Each female investor commits to investing 20,000 pounds in small growth companies.??

In addition, Astia is a group located in the US, UK and India.? This group helps women access the networks and expertise that high growth women entrepreneurs need.? They support companies that have high growth potential and at least one woman in a leadership role.? Astia was founded to address the issue of women's access to capital as women entrepreneurs are statistically less likely to be funded.? Even, in the countries Astia works with there is a low percentage of women investors with 95 % of the Venture Capital partners male and 85 % of Angels being male.? ??

In Canada, there are currently no angel funds directed solely on women start ups.? The Maple Leaf Angels just recently stepped up to work with Canadian Women in Technology to create investment opportunities between angels and women led start up companies in technology.??

In addition, in Canada, Vincent Gasparro, managing director, Green Tomorrow Fund of Toronto, Canada says about 60 percent of the businesses he invests in are either 100 percent female owned, operated or some part owned by a woman.? He says the glass ceiling for venture capital financing for women is 'beginning to shatter.'??

The numbers speak for themselves as women led businesses continue to steadily increase in Canada, the US and the UK with or without an angel investment.? It's also important to applaud both the US and UK for having Angel funds focused on women in business and recognize them for these advancements. ?

With the high number of successful business and professional women in the UK, US and Canada more female angels may emerge and change the historical stereotyping of our current angels.???

Obama ?optimistic? Senate leaders will reach fiscal cliff deal this weekend

Following talks with congressional leaders that yielded no news of ?a "fiscal cliff" agreement, President Barack Obama on Friday evening pressured lawmakers to reach a deal this weekend as the public's patience wears thin.

"America wonders why it is that in this town for some reason they can't get stuff done in an organized timetable, why everything always has to wait for the last minute," Obama said during a statement delivered in the White House briefing room. "The American people are not going to have any patience for a politically self-inflicted wound to our economy, not right now."

The president confirmed that following his Friday afternoon meeting with congressional leaders, Senate Majority Leader Harry Reid and?Senate Minority Leader Mitch McConnell have been tasked to reach an agreement to reduce the deficit and avoid the "fiscal cliff"?automatic spending cuts and tax increases set to go into effect Jan. 1.

But in the absence of a deal, Obama said he will "urge" Reid to "bring to the floor a basic package for an up-or-down vote" that would increase taxes on households earning more than $250,000, extend unemployment insurance and disarm a sequestration?provisions the president has supported.

But Republicans have been rejecting any tax increases, even for the wealthiest earners.

"If members of the House or Senate want to vote 'no,' they can," Obama said of his plan. "But we should let everybody vote. That's the way this is supposed to work."

The president referred to Friday's meeting, which also included House Speaker John Boehner, House Minority Leader Nancy Pelosi, Vice President Joe Biden and Treasury Secretary Tim Geithner, as "good and constructive" and said he remained "modestly optimistic" about Congress' ability to reach a deal.

But he blamed Congress for the 11th-hour holdup.

"The economy is growing, but sustaining that trend is going to require elected officials to do their jobs," Obama said.

No details on the proposals offered Friday were released by the White House or the lawmakers present.

According to a readout from the speaker's office, Boehner began the meeting by reminding those gathered "that the House has already acted to avert the entire fiscal cliff and is awaiting Senate action." Plan options were discussed and the speaker said the House will consider Senate-amended, House-passed legislation.

Following the meeting, McConnell said on the Senate floor that he was "hopeful and optimistic" about a deal.

"We had a good meeting down at the White House. We are engaged in discussions?the majority leader and myself and the White House?in the hopes that we can come forward as early as Sunday and have a recommendation that I can make to my conference and the majority leader can make to his conference," McConnell said. "And so we?ll be working hard to try to see if we can get there in the next 24 hours."

Over the fiscal cliff: Soft or hard landing?

(AP) ? Efforts to save the nation from going over a year-end "fiscal cliff" were in disarray as lawmakers fled the Capitol for their Christmas break. "God only knows" how a deal can be reached now, House Speaker John Boehner declared.

President Barack Obama, on his way out of town himself, insisted a bargain could still be struck before Dec. 31. "Call me a hopeless optimist," he said. Obama returned from vacation Thursday and called congressional leaders to the White House Friday in hopes of reaching a deal.

A look at why it's so hard for Republicans and Democrats to compromise on urgent matters of taxes and spending, and what happens if they fail to meet their deadline:

NEW YEAR'S HEADACHE

Partly by fate, partly by design, some scary fiscal forces come together at the start of 2013 unless Congress and Obama act to stop them. They include:

? Some $536 billion in tax increases, touching nearly all Americans, because various federal tax cuts and breaks expire at year's end.

? About $110 billion in spending cuts divided equally between the military and most other federal departments. That's about 8 percent of their annual budgets, 9 percent for the Pentagon.

Hitting the national economy with that double whammy of tax increases and spending cuts is what's called going over the "fiscal cliff." If allowed to unfold over 2013, it would lead to recession, a big jump in unemployment and financial market turmoil, economists predict.

WHAT IF THEY MISS THE DEADLINE?

If New Year's Day arrives without a deal, the nation shouldn't plunge onto the shoals of recession immediately. There still might be time to engineer a soft landing.

So long as lawmakers and the president appear to be working toward agreement, the tax hikes and spending cuts could mostly be held at bay for a few weeks. Then they could be repealed retroactively once a deal was reached.

The big wild card is the stock market and the nation's financial confidence: Would traders start to panic if Washington appeared unable to reach accord? Would worried consumers and businesses sharply reduce their spending? In what could be a preview, stock prices around the world dropped Friday after House Republican leaders' plan for addressing the fiscal cliff collapsed.

Federal Reserve Chairman Ben Bernanke has warned lawmakers that the economy is already suffering from the uncertainty and they shouldn't risk making it worse by blowing past their deadline.

WHAT IF THEY NEVER AGREE?

If negotiations between Obama and Congress collapse completely, 2013 looks like a rocky year.

Taxes would jump $2,400 on average for families with incomes of $50,000 to $75,000, according to a study by the non-partisan Tax Policy Center. Because consumers would get less of their paychecks to spend, businesses and jobs would suffer.

At the same time, Americans would feel cuts in government services; some federal workers would be furloughed or laid off, and companies would lose government business. The nation would lose up to 3.4 million jobs, the Congressional Budget Office predicts.

"The consequences of that would be felt by everybody," Bernanke says.

THE TAXES

Much of the disagreement surrounds the George W. Bush-era income tax cuts, and whether those rates should be allowed to rise for the nation's wealthiest taxpayers. Both political parties say they want to protect the middle class from tax increases.

Several tax breaks begun in 2009 to stimulate the economy by aiding low- and middle-income families are also set to expire Jan. 1. The alternative minimum tax would expand to catch 28 million more taxpayers, with an average increase of $3,700 a year. Taxes on investments would rise, too. More deaths would be covered by the federal estate tax, and the rate climbs from 35 percent to 55 percent. Some corporate tax breaks would end.

The temporary Social Security payroll tax cut also is due to expire. That tax break for most Americans seems likely to end even if a fiscal cliff deal is reached, now that Obama has backed down from his call to prolong it as an economic stimulus.

THE SPENDING

If the nation goes over the fiscal cliff, budget cuts of 8 percent or 9 percent would hit most of the federal government, touching all sorts of things from agriculture to law enforcement and the military to weather forecasting. A few areas, such as Social Security benefits, Veterans Affairs and some programs for the poor, are exempt.

THERE'S MORE AT STAKE

All sorts of stuff could get wrapped up in the fiscal cliff deal-making. A sampling:

? Some 2 million jobless Americans may lose their federal unemployment aid. Obama wants to continue the benefits extension as part of the deal; Republicans say it's too costly.

? Social Security recipients might see their checks grow more slowly. As part of a possible deal, Obama and Republican leaders want to change the way cost-of-living adjustments are calculated, which would mean smaller checks over the years for retirees who get Social Security, veterans' benefits or government pensions.

? The price of milk could double. If Congress doesn't provide a fix for expiring dairy price supports before Jan. 1, milk-drinking families could feel the pinch. One scenario is to attach a farm bill extension to the fiscal cliff legislation ? if a compromise is reached in time.

? Millions of taxpayers who want to file their 2012 returns before mid-March will be held up while they wait to see if Congress comes through with a deal to stop the alternative minimum tax from hitting more people.

CALL THE WHOLE THING OFF?

In theory, Congress and Obama could just say no to the fiscal cliff, by extending all the tax cuts and overturning the automatic spending reductions in current law. But both Republicans and Democrats agree it's time to take steps to put the nation on a path away from a future of crippling debt.

Indeed, the automatic spending cuts set for January were created as a last-ditch effort to force Congress to deal with the debt problem.

If Washington bypassed the fiscal cliff, the next crisis would be just around the corner, in late February or early March, when the government reaches a $16.4 trillion ceiling on the amount of money it can borrow.

Boehner says Republicans won't go along with raising the limit on government borrowing unless the increase is matched by spending cuts to help attack the long-term debt problem. Failing to raise the debt ceiling could lead to a first-ever U.S. default that would roil the financial markets and shake worldwide confidence in the United States.

To avoid that scenario, Obama and Boehner are trying to wrap a debt limit agreement into the fiscal cliff negotiations.

SO WHAT'S THE HOLDUP?

They're at loggerheads over some big questions.

Obama says any deal must include higher taxes for the wealthiest Americans. Many House Republicans oppose raising anyone's tax rates. Boehner tried to get the House to vote for higher taxes only on incomes above $1 million but dropped the effort when it became clear he didn't have the votes.

Republicans also insist on deeper spending cuts than Democrats want to make. And they want to bring the nation's long-term debt under control by significantly curtailing the growth of Medicare, Medicaid and Social Security ? changes that many Democrats oppose.

Obama, meanwhile, wants more temporary economic "stimulus" spending to help speed up a sluggish recovery. Republicans say the nation can't afford it.

IT'S NOT JUST WASHINGTON

Seems like they could just make nice, shake hands and split their differences, right?

But there's a reason neither side wants to give ground. The two parties represent a divided and inconsistent America. True, Obama just won re-election. But voters also chose a Republican majority in the House.

Republican and Democrats alike say they are doing what the voters back home want.

Neither side has a clear advantage in public opinion. In an Associated Press-GfK poll, 43 percent said they trust the Democrats more to manage the federal budget deficit and 40 percent preferred the Republicans. There's a similar split on who's more trusted with taxes.

About half of Americans support higher taxes for the wealthy, the poll says, and about 10 percent want tax increases all around. Still, almost half say cutting government services, not raising taxes, should be the main focus of lawmakers as they try to balance the budget.

When asked about specific budget cuts being discussed in Washington, few Americans express support for them.

THE COUNTDOWN

Time for deal-making is short, thanks to the holiday and congressional calendars. Some key dates for averting the fiscal cliff:

? Lawmakers didn't begin returning to the Capitol until Thursday, leaving less than a week to vote on a compromise before year's end.

? Obama returned Thursday from his Christmas vacation in Hawaii. The president asked congressional leaders to the White House Friday to try to resolve the fiscal cliff.

? If lawmakers reach Dec. 31 without a deal, some economists worry that the financial markets might swoon.

? The current Congress is in session only through noon Eastern time on Jan. 3. After that, a newly elected Congress with 13 new senators and 82 new House members would inherit the problem.

India rape victim in Singapore, PM pledges action

NEW DELHI (AP) ? Indian Prime Minister Manmohan Singh pledged Thursday to take action to protect the nation's women while the young victim of a gang rape on a New Delhi bus was flown to Singapore for treatment of severe internal injuries.

The Dec. 16 rape and brutal beating of the 23-year-old student triggered widespread protests in New Delhi and other parts of India demanding a government crackdown on the daily harassment Indian women face, ranging from groping to severe violence. Some protesters have called for the death penalty or castration for rapists, who under current laws face a maximum punishment of life imprisonment.

Rape victims rarely press charges because of social stigma and fear they will be accused of inviting the attack. Many women say they structure their lives around protecting themselves and their daughters from attack.

Singh's government set up two committees in response to the protests. One, looking into speeding up sexual assault trials, has already received 6,100 email suggestions. The second will examine what lapses might have contributed to the rape ? which took place on a moving bus that passed through police checkpoints ? and suggest measures to improve women's safety.

"Let me state categorically that the issue of safety and security of women is of the highest concern to our government," Singh told a development meeting. He urged officials in India's states to pay special attention to the problem.

"There can be no meaningful development without the active participation of half the population, and this participation simply cannot take place if their security and safety is not assured," he said.

The victim of the gang rape arrived in Singapore on an air ambulance Thursday and was admitted in "extremely critical condition," to the intensive care unit" of the Mount Elizabeth hospital, renowned for multi-organ transplant facilities, the hospital said in a statement.

India's Home Minister Sushilkumar Shinde said in a statement that the government, which is overseeing her treatment and paying the costs, had decided to send her abroad on the recommendation of her doctors here.

"Despite the best efforts of our doctors, the victim continues to be critical and her fluctuating health remains a big cause of concern to all of us," he said.

Her family was also being sent to Singapore to be with her during her treatment, which could last weeks, he said.

Meanwhile, police in riot gear manning barricades filled the streets of central Delhi in a show of force ahead of another planned protest march. Near daily protests have shut down the center of the capital for days since the rape. Police quelled some of the demonstrations with tear gas, water cannons and baton charges.

One police officer died Tuesday after collapsing during a weekend protest. Police said an autopsy showed the officer had a heart attack that could have been caused by injuries suffered during violence at the protest. An Associated Press journalist at the scene said the officer was running toward the protesters with a group of police when he collapsed on the ground and began frothing at the mouth and shaking. Two protesters rushed to the officer to try to help him. Police charged eight people with murder in the death of the policeman.

Police said the rape victim was traveling on the evening of Dec. 16 with a male friend on a bus when they were attacked by six men who gang raped her and beat the couple with iron rods before stripping them and dumping them on a road. All six suspects in the case have been arrested, police said.

B.D. Athani, the medical superintendent of Safdarjung Hospital in New Delhi, where the woman had been treated, said she suffered severe intestinal and abdominal injuries, underwent three surgeries and had parts of her intestines removed, according to the Press Trust of India.

"With fortitude and courage, the girl survived the aftereffects of the injuries so far well. But the condition continues to be critical," he was quoted as saying.

  • One kind exists mostly from showing a text word by word in the middle of the screen. Showing each word a very short time and so you can read at a high wpm because you never need to move your eyes.
  • Another kind is merely a speed reading article disguised as app.
  • Another kind is no speed reading app but just a reading app with a fancy name.
  • Yet another kind is training in the form of news/actually.
  • And the last kind is a training app, not for your own stuff but purely for training.

I only tested them quickly and unions talked the non-interesting. But they aren?t quite what I?m looking for. Maybe I should write one myself for training and guided reading.

Assad officials in Moscow to discuss end to civil war

BEIRUT --?Syrian President Bashar Assad dispatched senior diplomats to Moscow on Wednesday to discuss proposals made by international?envoy Lakhdar Brahimi to end the?21-month-old?conflict gripping Syria, Syrian and Lebanese sources said.?

Syria's Deputy Foreign Minister Faisal Mekdad and Assistant Foreign Minister Ahmad Arnous flew early Wednesday to Moscow, airport officials in Beirut told The Associated Press. The men hope to sound out Russian officials on details discussed with Brahimi earlier this week in Damascus.

Brahimi is trying to arrange a peaceful transfer of power, but has disclosed little about how this might be achieved.?Opposition sources have staunchly rejected any solution that would leave President Bashar Assad and his government in power.

"We have told every official we have met: the government and its president cannot stay on in power, with or without their powers. This is unacceptable to Syrians," wrote Moaz Alkhatib, the head of the opposition's National Coalition, on his Facebook page on Monday.

"The coalition leadership has told Lakhdar Brahimi directly that this type of solution is rejected."

On Monday, Brahimi said that the situation was "worrying" and gave no indication of progress toward a negotiated solution for the civil war.

Brahimi is scheduled to go to Moscow before the end of the month.

'A new mood'
Brahimi's previous proposal centered on a transitional government that left open Assad's future role, something which became a sticking point between the government, the opposition and foreign powers backing different sides.

However, a Lebanese official close to Assad's government said Syrian officials were upbeat after talks with the envoy, who met Syrian Foreign Minister Walid Moualem on Tuesday.

"There is a new mood now and something good is happening," the official said, asking not to be named due to the sensitivity of the issue. "Of course now they (Syrian officials) want to meet with their allies to discuss these new developments."

Channel Four Europe's Alex Thomson has the rare opportunity to meet some of Syrian President Bashar Assad's troops.

More than 44,000 Syrians have died in the revolt against four decades of Assad family rule, a conflict that began with peaceful protests but which has descended into civil war.

The last several days have seen some of the heaviest fighting for three months. On Wednesday, rebels re-launched their assault on the Wadi Deif military base in the northwestern province of Idlib, in a critical battle for a major army base and fuel storage and distribution point.

Activist Ahmed Kaddour said rebels were firing mortars and had attacked the base with an explosives-rigged vehicle.

As violence has intensified in recent weeks, with Assad using his air power and artillery to contain rebel advances, daily death tolls have climbed. At least 190 were killed across the country on Tuesday alone, the Syrian Observatory for Human Rights said.

Assad's key ally Russia says it's 'not concerned' about his fate

Also Wednesday, the head of Syria's military police changed sides and declared allegiance to the anti-Assad revolt.

"I am General Abdelaziz Jassim al-Shalal, head of the military police. I have defected because of the deviation of the army from its primary duty of protecting the country and its transformation into gangs of killing and destruction," the officer said in a video published on YouTube.

A Syrian security source confirmed the defection, but said Shalal was near retirement and had only defected to "play hero."
