Obama calls Romney, congratulates him on GOP nod

WASHINGTON (AP) ? President Barack Obama on Wednesday congratulated Mitt Romney on securing the Republican presidential nomination, a gesture coupled with a new line of attack on the GOP challenger that portrays his economic record while governor of Massachusetts as a failure.

The president called Romney and told him "he looked forward to an important and healthy debate about America's future," Obama campaign spokesman Ben LaBolt said. Romney's campaign said the call was "brief and cordial." Both men wished each other's families well during the upcoming race.

Romney's primary win in Texas on Tuesday pushed him past the 1,144-delegate threshold he needed to claim the nomination.

Obama took the formal step of congratulating his opponent even as his team looked to shift to the Massachusetts story under Romney. In a five-page memorandum from senior Obama campaign adviser David Axelrod, the Obama camp cast Romney as poor steward of the Massachusetts economy during his 2003-2007 tenure as governor.

"When it comes to Mitt Romney and his economic philosophy the facts are clear ? it didn't work then, and it won't work now," Axelrod wrote.

Romney's campaign, meanwhile, was bringing attention to failed stimulus projects under Obama and federal money given to green energy companies like Solyndra, a solar firm that received hundreds of millions of dollars from the government only to go bankrupt.

The competing attack-lines came as Romney pivoted from a long primary slog to the Republican nomination and a new summertime window to sway voters who have not yet fully tuned into the presidential campaign. Romney hopes to present himself as a worthy replacement for Obama who can help revitalize a slow-moving economy, the most important issue for voters.

The country is "just beginning a general election, we've gone through a primary ... not a lot of people focus time on the characteristics of a new candidate like myself, and people will get to know me better. My guess is they're going to get to know more about me than they'd like to by the time we're finished," Romney said in an interview on Fox News that aired Wednesday but was taped over the weekend.

For months, Obama and his allies have signaled plans to target Romney's Massachusetts record, with advisers noting that the state's economy lagged in job creation and saw an increase in debt while he was governor. The critique builds upon a line of attack this month of Romney's record at private equity firm Bain Capital, which Obama's team contends led to job losses and bankrupt companies even while Bain profited.

"Whether companies succeeded or failed, Romney Economics netted huge profits for him and his investors, but sometimes proved devastating for the middle-class workers whose jobs, benefits and pensions were put at risk," Axelrod wrote in the memo released Wednesday.

Axelrod sought to link Romney's Bain record with his Massachusetts experience by noting that Romney ran for governor on the basis of his private-sector background. "Under Gov. Romney, the Massachusetts economy was not at the top or even in the middle, but close to the bottom of all the states," he wrote.

Republicans contend that Obama's critique of the Bain record will backfire because it will give voters the impression that he is anti-business. The focus on Obama's green energy record, including Energy Department funding for companies like Solyndra, gives Romney a chance to rebut Bain because Republicans say Obama essentially played the role of venture capitalist by investing government money in green energy companies.

On Tuesday, Romney raised money in Las Vegas with Donald Trump, the real estate mogul who has stoked doubts about whether Obama was born in America. It was the start of a weeklong push to raise millions of dollars during a West Coast trip designed to help Romney bring in as much cash as possible ahead of a ramped-up campaign schedule later this summer.

The former Massachusetts governor was looking to take advantage of his official claiming of the nomination, a triumph of endurance for a candidate who came up short four years ago and had to fight hard this year as voters flirted with a carousel of GOP rivals. According to the Associated Press count, Romney surpassed the 1,144 delegates needed to win the nomination by winning 105 delegates in the Texas primary, pushing his total to 1,191 delegates.

Romney must now fire up conservatives who still doubt him while persuading swing voters that he can do a better job fixing the nation's struggling economy than Obama. In Obama, he faces a well-funded candidate with a proven campaign team in an election that will be heavily influenced by the economy.

Romney has scheduled fundraisers this week in wealthy California enclaves like Hillsborough, near San Francisco, and Beverly Hills. He has at least one major fundraising event every day for the rest of the week, as well as a series of smaller events.

He's also picking up endorsements from high-profile Republicans. Former Secretary of State Condoleezza Rice confirmed to The Associated Press that she is backing Romney's bid.

Obama has scheduled a fundraising blitz Friday in Minneapolis and Chicago.

Rich-poor divide bogs down UN climate talks

Developing nations say the industrialized world - responsible for most of the emissions historically - should bear the brunt of the emissions cuts while developed nations want to make sure that fast-growing economies like China and India don't get off too easy.

U.N.?climate?talks ran into gridlock Thursday as a widening rift between rich and poor countries risked undoing some advances made last year in the decades-long effort to control carbon emissions that scientists say are overheating the planet.

As so often in the slow-moving negotiations, the session in Bonn bogged down with disputes over technicalities. But at the heart of the discord was the larger issue of how to divide the burden of emissions cuts between developed and developing nations. Developing nations say the industrialized world - responsible for most of the emissions historically - should bear the brunt of the emissions cuts while developed nations want to make sure that fast-growing economies like China and India don't get off too easy. China is now the world's top polluter.

"There is a total stalemate," said Artur Runge-Metzger, the chief negotiator for the European Union.

The negotiations in Bonn were meant to build on a deal struck in December in Durban, South Africa, to create a new global?climate?pact by 2015 that would make both rich and poor nations rein in emissions caused by the burning of oil and other fossil fuels. But on the next-to-last day of two weeks of talks there was little sign of progress, as different interpretations emerged on what, exactly, was agreed upon last year.

"There is distrust and there is frustration in the atmosphere," Seyni Nafo, spokesman for a group of African countries, told The Associated Press.

The European Union claims China and other developing countries are backsliding on commitments made in Durban to bring the discussion on emissions cuts from both rich and poor nations into one forum, instead of the current structure, which has two parallel negotiation tracks. Developing countries - backed by?climateactivists - accuse the U.S., EU and other industrialized nations of trying to evade commitments made in previous negotiations and shift responsibilities for tackling?climate?change to the developing world.

"Developed countries like the U.S., Japan, Canada and Russia ... have consistently blocked references to the existing legal principles, while continuing to ignore the fact that their meager emission cut targets expose the world's most vulnerable people to?climate?change's devastating effects," said Mohamed Adow, a senior?climatechange adviser at Christian Aid.

Meanwhile, emissions are going up, not down.

The Paris-based International Energy Agency said Thursday that carbon emissions from fossil fuels reached a record high of 31.6 gigatons in 2011, a 3.2 percent increase from the year before.

Despite improving on its energy efficiency, China accounted for the biggest contribution to the global increase, with emissions growing by 720 million tons, or 9.3 percent, the IEA said.

U.S. emissions fell by 1.7 percent, "primarily due to ongoing switching from coal to natural gas in power generation and an exceptionally mild winter," the agency said, while Japan's emissions rose 2.4 percent as it increased the use of fossil fuels in the wake of the Fukushima nuclear disaster.

The IEA data also showed that India moved ahead of Russia to become the fourth largest CO2 emitter, behind China, the U.S. and the EU.

Since their launch in the early 1990s, the?U.N. talks have had little success reducing emissions of the heat-trapping gases that a large majority of?climate?scientists say are warming the Earth, with potentially devastating consequences for poor countries ill-prepared to deal rising sea levels, floods, droughts and other effects of a changing?climate.

Actions taken and pledged so far fall well short of what the?U.N. experts say is needed to achieve the goal of preventing global temperatures from rising more than 2 degrees Fahrenheit (1.2 degrees Celsius) above current levels by the end of this century.

The only existing binding treaty, the 1997 Kyoto Protocol, was shunned by the U.S. because it doesn't impose any emissions targets on China, thus leaving out the two biggest carbon emitters on the globe. It was set to expire this year but countries agreed in Durban to extend it, though they haven't agreed on how long. Canada, Japan and Russia have refused to make any new commitments under Kyoto, meaning it only covers about 15 percent of global emissions.

(AP) ? A witness says a naked man chewing on the face of another naked man on a downtown highway ramp kept eating and growled at a police officer who fatally shot him to make him stop.

Larry Vega told WSVN-TV in Miami (http://bit.ly/L6kwWt) that he was riding his bicycle Saturday afternoon off the MacArthur Causeway that connects downtown Miami with Miami Beach when he saw the savage attack on the bridge's off-ramp.

"The guy was, like, tearing him to pieces with his mouth, so I told him, 'Get off!'" Vega said. "The guy just kept eating the other guy away, like, ripping his skin."

The slain man was identified by the Miami-Dade County Medical Examiner's office as Rudy Eugene, 31, Miami television station WFOR (http://cbsloc.al/LZlxol) reported.

Vega flagged down a Miami police officer, who he said repeatedly ordered the attacker to get off the victim. The attacker just picked his head up and growled at the officer, Vega said.

As the attack continued, Vega said the officer shot the attacker, who continued chewing the victim's face. The officer fired again, killing the attacker.

Miami police have released few details about the attack, other than confirming that there was a fatal officer-involved shooting. The name of the victim, who was taken to Jackson Memorial Hospital, had not been immediately determined by authorities, said Detective William Moreno. Messages left Monday for a police spokesman were not immediately returned.

A spokeswoman said Monday that the hospital would not be releasing any information about him.

A surveillance video camera from The Miami Herald building nearby captured images of the men's naked legs lying side by side after the shooting.

Vega said the victim appeared gravely injured.

"It was just a blob of blood," Vega said. "You couldn't really see, it was just blood all over the place."

A Texas judge threw an 11th-grade honors student in jail for repeatedly missing school in the hope that he could make an example of her.

Diane Tran, 17, works two jobs while taking dual-credit and advanced placement classes at Willis High School in Willis, Texas, KHOU-TV reported. Her parents divorced and moved away, leaving her to support an older brother at Texas A&M University and a baby sister who lives with relatives. She lives with the family of one of her employers, the owners of a wedding venue.

Tran told KHOU she doesn?t want to miss school, but is so exhausted sometimes that she can?t make it to her morning classes before attendance is taken. Other times she even ends up missing the day entirely.

?She goes from job to job, from school she stays up ?til 7 o?clock in the morning doing her homework,? Tran?s friend Devin Hill told the station.

Judge Lanny Moriarty warned Tran back in April not to miss any more school; when she missed again last week, he issued a summons and had her arrested in open court Wednesday. Tran was sentenced to a night in jail and ordered to pay a $100 fine.

His is the nom de blog of someone described as ?a lawyer?who represents, among others, clients in the investment industry??a connection that may prove significant below.

Up for dissection today: his post titled ?A Modest Proposal? in which he promotes the idea of killing what he alleges to be the lead culprit in the crash of 2007-8:? Mortgage Backed Securities.

What?s fishy here?? Well?lots.

I?m not going to go full metal blogpocalypse on this, in part because life is too short, and in part because Dr. Manhattan gets props in my book for having written clearly and unequivocally against the vaccine-autism claimed link on his (now dead) personal blog?from the perspective of a parent of an autistic child.? That kind of writing in that community takes courage, so this brush with the McArdle empire will be as free of my usual attitude in that direction as I can make it

That said, here?s the passage that set me wondering about this post:

Hmmmm.

One of the benefits of hanging out at a place like MIT is that there is almost always someone around who actually knows stuff on just about any subject you?d care to check?and so it is with the economics of real estate.? I dropped a line to a colleague up the street, and got confirmation of the obvious:? the 30 without a pre-payment penalty (the clause that makes refinancing mortgages so straightforward) significantly predates the rise of mortgage backed securities (by decades).? Such mortgages start to appear in the 30s; MBS start to become significant in the marketplace after 1970.? That the end of the latter would kill the former is, as we say, an assumption not in evidence.

Oh well.? And that ?very few people can get one?? claim.? I?m filing this in the life-is-too-short category to check fully, so I?ll just note that (a) 30 year mortgages remain by far the most common housing loan out there?roughly three quarters of all mortgages as of the most recent Census report (2011, on 2009 data).

Also, being as I?m someone refinancing for the third time a loan first taken out in 2009, I can in my anecdotage* attest that the no-prepayment-penalty mortgage is both alive and trivially easy to obtain.? (At least in my market, it remains the default option.)

What bothers me about this passage is just the garden variety flaw behind so much glibertarian and/or right econ blogging:? what they know** requires no actual data to confirm.? This is kind of what you?d expect at a McArdle-branded blog:? that which ought to be true need not be checked.

But the tricky bit is that plausibility is all; the moment the reader?s willing suspension slips??then you read everything else in the piece with attenae quivering.? Hence, I was ready when I took a second look at this gem:

?CDOs and credit default swaps don?t kill financial systems, mortgages kill financial systems.

Uh.? No.

As it happens, I?m not operating out of my usual sea of ignorance on this point, as my current project involves a deep dive into the first debt-for-equity swap in financial history.? The key fact most often ignored from that early period of finance is that though plenty went wrong, usually in ways that, frankly, aren?t materially different from the ways folks game and/or fail to grasp the system now, the core financial act of abstracting things into numbers is an enormously useful trick.? It is, truly, an engine of wealth.? See, e.g. Adam Smith, chapter IV of Book I of Wealth of Nations on the importance of a medium of exchange; currency is just the first step in the process by which finance mediates transactions.

In that vein, mortgage backed securities are like any tool; you can build a house with a hammer; you can also crush a harp seal?s skull.? It is all a matter of the user and the constraints that user?s society places on the deployment of such tools.? As my correspondent at MIT put it, there are three clear points of vulnerability inherent in the process of packaging individual mortgages into a big clump:

1). Originators do not have skin in the game and may try to pass off bad loans as good.
2). Rating agencies are paid by the pool creators rather than the investors (who are unknown at the stage when ratings must occur).
3). Special servicing needs a better business model. (TL: I.e., those who handle troubled or in-foreclosure mortgages need to do it right, which isn?t happening)

All of these are known flaws.? All of them are subject to regulatory responses.? My interlocutor again:
Until the 100 year flood #3 was never problematic. As for #1 and #2 as long as F&F were functioning as a public entity they monitored and disciplined originators and rating agencies with bad records. 800 lb gorillas can do that.? So a huge monopsonistic mortgage conduit actually overcame the intrinsic problems with MBS - and in my view should simply be turned into a non-profit public utility!

The alternative to MBS is to return to individual loan underwriting, retention and servicing.? We could certainly choose to say hello to all that, but at a cost?not a trivial one?that in the end would make the price of money for housing detectably higher.

This isn?t a terrifically complicated idea:? from its emergence in the 18th century, the bond market has lowered the cost of capital applied to all kinds of stuff in the real world, beginning, more or less, with the British Empire.? (See, for example, the brief essay buried about 2/3rds of the way through Volume II of Fernand Braudel?s Civilization and Capitalism, which gave me my first glimpse of the role of liquid capital markets and Britan?s rise to world-power.

All of which is to say that the derangement of the mortgage market in the United States was indeed a major and growing problem through the ?oughts, compounded by an ideological commitment that prevented regulation everyone with an economics IQ higher than a plant?s understood to be necessary.? But even if the collapse of the housing market provided the spark for global financial disaster, the fuel for that inferno came not from the securities constructed directly out of home loans, but from their derivatives.? And as it is in derivatives that a whale?s share of the money can be made (at least until the music stops) those on Wall St. resisted and still resist not just regulation of those instruments, but any real discussion of their significance.

But here?s the blunt reality of modern finance: the scale of the derivatives market vastly exceeds that of the real economy that underlies it.? The leverage?the number of dollars at risk? in excess of the value of the real assets from which such bets are derived?is what makes for catastrophe.? Dr. Manhattan?s airy confidence, as quoted above, that ? CDOs and credit default swaps don?t kill financial systems,? is more than wrong.? To the extent that it reflects accurately what folks on Wall St. actually believe, it?s terrifying.

Or, as my MIT wise man says, more gently:

Not sure your writer fully understands how CDO and CDS markets work, and how counter party risk is basically unmeasurable ? making them horribly subject to a systemic meltdown.

I?m betting none of this comes as a surprise to anyone reading this; reality based communities tend to be able to count on both fingers and toes.? And I guess I?ve committed my usual sin of John Foster Dulles-ing what was, after all, a throwaway of a line and a thought.

But I do think it important to try to push over and over again one basic point: financial markets are essential; they fund real lives.? They are also prone to failure in ways that are unsurprising, and are, at least in part, subject to constraint by design.? To pretend that failure is at once impossible and inevitable, just one of those things (like cancer) that attends the messy business of being alive, is merely to ratify the transfer of wealth from most of us to those with their paws on the capital spigots.

Dr. Manhattan might say that he is merely directing our attention to the root cause of our ills?but it is to me notable that the instrument he wants to do away with is the one that lowers the cost of a mortgage to you and me, and those he wants leave untouched are what buys as 2008.

If it were McArdle herself who had written this, I?d add snark here.? But as I said up top, Dr. Manhattan is someone who has earned some benefit of the doubt.? He may simply have gotten this one wrong, which is a state that comes to us all; me certainly.? So I?ll leave it here?.

?This is an important step, bordering on a great leap,? said Michael Lopez-Alegria, president of the Commercial Spaceflight Federation in Washington, referring to Saturday's launch attempt during a prelaunch briefing this week.?As a NASA astronaut, Mr. Lopez-Alegria flew on three space-shuttle missions and served as an expedition commander aboard the space station.

The mission is technically demanding ? cramming into one orbital outing an agenda that the Gemini program in the 1960s took several missions to accomplish. Indeed, NASA and SpaceX agreed to combine the objectives of two demonstration flights into this one mission, based on the Falcon 9's past performance and an analysis of the company's readiness to attempt a twofer.

The challenge begins with the split-second timing required of the launch time. We own a three bedroom bungalow in an older neighborhood technically considered 'inner city' (barely) that we purchased for $455,000. It takes me about 20 - 25 minutes to drive downtown/home during rush hour, which I never do, because it costs me $35 a day to park across the street from work. The cheapest parking lot I can find within a kilometer of work is $17.

I either take transit or bike to and from work 95% of the time. I live within walking distance of the LRT and it costs me about $2.75 each way (or you can buy a monthly pass for much cheaper). Door to door is 45 minutes if I walk to the train (about 1 km). If I drive to the train, that cuts about 15 minutes off the trip. I almost never get a seat on the train during rush hour.

Biking to work involves roads and bike or multi-use pathways. They are maintained very well and are generally cleared before the main roads in the winter, oddly enough. Most companies provide free or very low cost bike parking (mine is even undergroud/inside).

Downtown becomes a ghost town in the evening/weekends generally, but the city is working to change that. We do have some good culture/music stuff, such as Shakespeare in the Park, outdoor concerts, really good free-ish performances/live acts during Stampede in July, and we do get some good shows. As mentioned, we generally get passed over for some of the larger concerts, mostly because our stadium can't host their productions/stages (though Edmonton can).

We have a pretty good recycling program in place, and for the most part, the city is clean. We have lots of parks and green spaces, and a comprehensive pathway network through the city. Our infrastructure is lacking and hasn't kept up with our population growth, so driving can be frusterating.

The best thing about Calgary is access to the mountains. If you're an outdoorsy person, Calgary is the better choice between us and Edmonton. However, we are a city of immigrants and wealthy cowboys who don't care about maintaining the 'Calgarian' identity. While I personally don't notice it, some say people here are rude.

I love Nenshi and think he's making good changes in our city. I personally hope he gets re-elected for another term, but the older generation doesn't really like him. His win was a product of his fantastic social networking and subsequent ability to get young voters out.

Fort McMurray is a place where you live to work. That's it. There is no housing, and the housing you can find costs upwards of a quarter of a million. Those that work up there generally live in camps or shared housing. You do not live in Fort Mac because you like it up there (unless you are from there - then I guess you might feel tied to the area).

Do's and don'ts of using the virtual clipboard ? Business ...

If you have used Office 2003, you might recognize the terminology ?clipboard? from an annoying task bar that popped up seemingly at random. Actually, the clipboard task bar only popped up when you copied multiple items in succession without pasting anything. In Office 2007 and 2010, multiple items are no longer gathered until you activate the clipboard.

How it works

Anytime you copy something with the copy button, select copy from the right-click menu or use Ctrl+C, it is held in the computer?s virtual clipboard. The next time you copy something, it is replaced, unless you display the clipboard.

If you are working in Word and open the clipboard (click on the dialog box launcher button in the Clipboard group on the Home tab), you can copy and hold up to 24 items. Position the cursor where you want to use an item, and then click the item on the clipboard to place it there.

When to use the clipboard

In Word, the clipboard works well when you?re working on contracts, legal documents or policy documents that reuse certain language. For example, say you want to reuse a confidentiality agreement paragraph from a previous contract on several new contracts, as well as a company description from your website?s About Us page. You could open the original contract, reveal the clipboard, copy the paragraph and close the original. Then from the website, copy the company description from the web page. Both now appear in the clipboard.

If you need to include elements from other documents or web pages, you can copy those as well. You can begin creating your new contract and use those inserts just by clicking on them whenever you need them.

Using the clipboard in PowerPoint is a lot easier than navigating back and forth through your slides when you want to repeat a graphic on several slides. You can also collect certain words and phrases from Word documents to use on your slides.

When not to use the clipboard

In Excel, it can be useful to copy and paste column headers and other static text. However, it can be quite confusing to understand how it behaves with formulas. It essentially copies the results of a cell and not a formula, so if you had a lookup formula in a cell, it would copy the results of the look- up not the formula itself. It behaves like a Paste Values operation.
