More than 80,000 English language teachers in Vietnam?s state schools are expected to be confident, intermediate-level users of English, and to pass a test to prove it, as part of an ambitious initiative by the ministry of education to ensure that all young people leaving school by 2020 have a good grasp of the language.

As part of the strategy, which includes teaching maths in English, officials have adopted the Common European Framework of Reference (CEFR) to measure language competency. Teachers will need to achieve level B2 in English with school leavers expected to reach B1, a level below.

But the initiative is worrying many teachers, who are uncertain about their future if they fail to achieve grades in tests such as Ielts and Toefl.

?All teachers in primary school feel very nervous,? said Nguyen Thi La, 29, an English teacher at Kim Dong Primary School in Hanoi.

?It?s difficult for teachers to pass this exam, especially those in rural provinces. B2 is a high score.?

?All we know is that if we pass we are OK. If we don?t we can still continue teaching, then take another test, then if we fail that, we don?t know.?

Despite reports in state media, the education ministry maintains that no one will be sacked who does not achieve B2, equivalent to scores of between 5.0 and 6.0 in the Ielts test, in the countrywide screening.

?It?s a proficiency test to identify how many teachers need government-funded language training before they can go on teacher training courses,? said Nguyen Ngoc Hung, executive manager of Vietnam?s National Foreign Languages 2020 Project.

?No teachers will be sacked if they are not qualified because we already know most of them are not qualified. No teachers will be left behind and the government will take care of them. But if the teachers don?t want to improve, then parents will reject them because only qualified teachers will be able to run new training programmes.?

Project 2020 will affect 200 million students and 85% the $450m budget will be spent on teacher training, according to the education ministry.

Officials say proficiency equivalent to B2 is necessary so that English teachers can read academic papers, which will contribute to their professional development.

The state media recently reported that in the Mekong Delta?s Ben Tre province, of 700 teachers who had been tested, only 61 reached the required score. In Hue, in central Vietnam, one in five scored B2 or higher when 500 primary and secondary teachers were screened with tests tailored by the British Council.

In the capital, Hanoi, teachers are taking the Ielts test and 18% have so far made the B2 grade. The education ministry said that in one province, which could not be identified, the pass rate is as low as one in 700.

So far testing has been voluntary. Candidates are required to provide certificates from test aligned to the CEFR, such as Ielts, Cambridge Esol exams and Toefl.

Some trainers think that the B2 level need not be an obstacle for many teachers, but they say pay incentives are needed if the government is to retain teachers and find 24,000 more to meet its 2020 education targets.

?B2 is achievable enough. The teachers I know want to improve their English but want their salaries to be higher so that they can have an incentive to try harder to meet the standard,? said Tran Thi Qua, a teacher trainer from the education department in Hue.

Education ministry officials say they are working to increase primary English teacher salaries. Some parents of primary-aged children are prepared to give their children?s English teachers extra money.

?My biggest worry is where and how my children will learn English. There is a huge demand for English teaching at state primary schools. I have to spend lots of time and money now to give my children an English language education,? said Do Thi Loan, a mother of two from Hanoi.

?The government needs to fund courses to help improve the quality of the teachers, and pay them more money, but I think if teachers don?t want to improve, then they should change jobs,? she said.

A new languages-focused curriculum delivered by retrained teachers should be in place in 70% of grade-three classes by 2015, according to ministry plans, and available nationwide by 2019. English teaching hours are set to double and maths will be taught in a foreign language in 30% of high schools in major cities by 2015.

But according to one language development specialist, the education ministry?s goals are unrealistic.

Rebecca Hales, a former senior ELT development manager at British Council Vietnam, said: ?The ministry is taking a phased approach, which is commendable, but there are issues with supply and demand. They don?t have the trained primary English teachers. The targets are completely unachievable at the moment.?

According to Hales the British Council has been instrumental in the training 2,000 master trainers, but she doubts that local education authorities are willing to put money into spreading those skills further.

?The teacher trainers we trained up are now at the mercy of the individual education departments. There?s no evidence at this stage of a large-scale teacher training plan,? Hales said.

Nguyen Ngoc Hung asserts that a training strategy is in place, but acknowledges the scale of the project.

?I have invested in universities and colleges from different regions, sent their teachers to the UK and Australia, and turned them into teacher development centres that will reach out to train people in remote provinces,? Nguyen said.

?There are many challenges. We are dealing with everything, from training, salaries and policy, to promotion, how to train [teachers] then keep them in the system. I?m not sure if [Project 2020] will be successful. Other countries have spent billions on English language teaching in the private sector but still governments have been very unhappy with the outcomes.?

Right from the outset, the learner is doomed to ultimate failure, to possess a level of language known as ?interlanguage? a linguistic Limbo. In this place, Limbo, the learner has become ?fossilized?, not fully developed, at some substandard level of language learning.

Beyond this, the book aims to reach a deeper level of historical understanding by looking at the development of ELT, and then, returning to the present, to ask the question: Native Speaker Needed?

By then, we have come full circle, and now have clear and compelling evidence from which to base a conclusive answer.

PST: Lessons to learn from Chelsea-Arsenal

Chelsea stayed on top of the Premier League with their 2-1 win at Arsenal on Saturday, but with the season still in its infancy, the lessons we draw from early-season games may be more informative than the actual results. With that in mind, let?s take inventory of what we learned from the early match at the Emirates:

What we learned about ? Chelsea:

1. They?re more than Eden Hazard - Through the first weeks of the season, many were bending over backwards to try and quantify how many goals the 21-year-old Belgian phenom had contributed, leading to a mysterious phase where some outlets were awarding him assists for penalty kicks created. The efforts came from a good place, trying to find some way to describe the huge impact Hazard was having on Chelsea?s results, but today at the Emirates, Hazard was barely noticeable. He had some nice runs with the ball and put in a first half cross that would have blown out both of Arjen Robben?s hamstrings, but none of it had a major impact. Chelsea was able to win a ?huge game without a huge day from their best player.

2. It?s never going to be pretty - The pragmatism that drove Chelsea to last year?s Champions League has become endemic to their play. Today they didn?t generate a ton of chances (you could argue they only really created one), but they didn?t need to. For all the money this club?s spent on attackers, their success is predicated on their ability to get ahead and hold on. The approach may not be as dominant as it was during the Jos? Mourinho era, but it may yet prove as effective, even if Roman Abramovich would ideally want something a little more attractive.

3. Chelsea are title contenders - Some will say they?ve been contenders all along, but from a team that finished sixth last season, we needed this result to see Chelsea as more than knockout tournament specialists. Given Arsenal were coming off a well-earned point at Manchester City, today?s was a telling result. Although Chelsea may not be favorites to win the Premier League, but they can?t be far off.

What we learned about ? Arsenal:

1. They?re close, just not there yet -?It?s hard to be too down on Arsenal given they?re just played two title contenders to a 3-2 aggregate over the last 180 minutes. This team lost last year?s two best players (Robin van Persie, Alex Song). To be at this level so early in the season should be seen as an accomplishment.

2. Dominating the ball is overrated -?Their problems in attack are the same as ever. The type of players that make Arsenal so good in the middle third hold them back as they approach goal. While that wasn?t a huge problem on Saturday, having a better penalty area presence certainly would have helped. Continuing to use Gervinho through the middle, it?s unclear Ars?ne Wenger is willing to do what it takes to fine tune this attack.

3. Set piece defending needs to get better - All three goals allowed over Arsenal?s last two games came off set pieces. Even if that?s an aberration, Wenger has to treat it as a cause for concern. The message to his team needs to emphasize set piece defending is costing Arsenal their place among the league?s best.

VIENNA, Austria, 29 September 2012 - New trial data showing improvements in the treatment of esophageal and gastrointestinal cancers were released today at the ESMO 2012 Congress of the European Society for Medical Oncology in Vienna.

Phase III, randomized, double-blind, placebo-controlled trial of gefitinib versus placebo in esophageal cancer progressing after chemotherapy

The first phase III trial to address the need for second-line treatments in esophageal cancer shows that gefitinib improves important quality-of-life measures and extends progression-free survival, UK researchers report.

Each year, around 50,000 esophageal cancer patients in the European Union relapse after first line chemotherapy. Yet currently, no treatments have been shown to prolong survival or improve quality of life in this second-line setting.

The COG (Cancer Oesophagus Gefitinib) study included 450 patients from 51 UK centers who had already progressed after first line treatment with up to two chemotherapy regimens, and were administered either placebo or the EGFR-inhibitor gefitinib. Median progression-free survival was 35 days for patients who received placebo, and 49 days for those administered gefitinib. Treatment with the drug also improved dysphagia and odynophagia, two important indicators of quality of life in this patient group.

In addition to the quality-of-life improvements and modest improvements in progression-free survival, some patients saw durable benefits from the treatment. A further study, TRANSCOG, is planned to analyze over 300 patients' biopsies in an effort to identify a molecularly defined subgroup where the benefit is enriched, said study author Prof David Ferry from New Cross Hospital in Wolverhampton, UK.

"If such a benefit can be identified, then given the good tolerance of gefitinib it could potentially be used in relapsed esophageal cancer," Prof Ferry said. "Do the responding patients have activating EGFR mutations like the super-responders in lung cancer? We don't know yet but there would seem to be a dominant role for EGFR in a minority of esophageal patients."

"This trial also shows that in this Cinderella malignancy, large randomized trials can be run and rapidly recruit large numbers of patients," Dr Ferry added. "Performance status is a strong predictor of overall survival and for patients with performance status 2, the median survival of 1.97 months was much worse than for those with performance status 1 or PS 0. Future studies should probably concentrate on PS 0/1 patients."

Commenting on the study, Prof Jean-Yves Douillard, ICO Centre Rene Gauducheau, France, Chair of the ESMO Educational Committee, not involved in the study, said: "This study is interesting and innovative. As stated by the author, there is no standard of care for such disease in second-line. However, more patients nowadays are eligible for second-line chemotherapy. The COG study showed that gefitinib at the high dose of 500mg per day improves progression-free survival, the primary endpoint, with a significant reduction of 21% in the risk of progression, but a modest benefit of the median (2 weeks). The improved progression-free survival may reflect a benefit in a subgroup of patients sensitive to gefitinib and the ancillary study TRANSCOG is looking at a predictive biomarker, possibly an EGFR mutation as seen in lung cancer. Hopefully a biomarker predicting efficacy will be identified to allow the use of gefitinib in esogastric cancer in a personalized fashion. Considering the present practice however, future studies should have a more active treatment choice than placebo in the control arm."

Combining S-1 and docetaxel improves survival in advanced gastric cancer: update on phase III START trial

An updated analysis of a Japanese trial has shown that the combination of the oral fluoropyrimidine S-1 with docetaxel is beneficial for metastatic gastric cancer patients.

S-1 is used as a standard treatment for advanced and recurrent gastric cancer in East Asia. In 2011, researchers reported the results of a phase III multi-center study that evaluated the potential benefits of adding docetaxel to S-1 in patients with advanced gastric cancer.

The results of this study had been reported through a planned analysis in 2011, however an independent biostatistician pointed out that a large number of censored cases led to an insufficient number of events for proper analysis. Now, Dr Kazuhiro Yoshida and colleagues present an updated analysis. They found that among the 635 patients analyzed, the median survival time was 12.48 months in the combination therapy group compared to 10.78 months in patients who received S-1 alone.

Phase III data reported at ESMO 2012

VIENNA, Austria, 29 September 2012 - New trial data showing improvements in the treatment of esophageal and gastrointestinal cancers were released today at the ESMO 2012 Congress of the European Society for Medical Oncology in Vienna.

Phase III, randomized, double-blind, placebo-controlled trial of gefitinib versus placebo in esophageal cancer progressing after chemotherapy

The first phase III trial to address the need for second-line treatments in esophageal cancer shows that gefitinib improves important quality-of-life measures and extends progression-free survival, UK researchers report.

Each year, around 50,000 esophageal cancer patients in the European Union relapse after first line chemotherapy. Yet currently, no treatments have been shown to prolong survival or improve quality of life in this second-line setting.

The COG (Cancer Oesophagus Gefitinib) study included 450 patients from 51 UK centers who had already progressed after first line treatment with up to two chemotherapy regimens, and were administered either placebo or the EGFR-inhibitor gefitinib. Median progression-free survival was 35 days for patients who received placebo, and 49 days for those administered gefitinib. Treatment with the drug also improved dysphagia and odynophagia, two important indicators of quality of life in this patient group.

In addition to the quality-of-life improvements and modest improvements in progression-free survival, some patients saw durable benefits from the treatment. A further study, TRANSCOG, is planned to analyze over 300 patients' biopsies in an effort to identify a molecularly defined subgroup where the benefit is enriched, said study author Prof David Ferry from New Cross Hospital in Wolverhampton, UK.

"If such a benefit can be identified, then given the good tolerance of gefitinib it could potentially be used in relapsed esophageal cancer," Prof Ferry said. "Do the responding patients have activating EGFR mutations like the super-responders in lung cancer? We don't know yet but there would seem to be a dominant role for EGFR in a minority of esophageal patients."

"This trial also shows that in this Cinderella malignancy, large randomized trials can be run and rapidly recruit large numbers of patients," Dr Ferry added. "Performance status is a strong predictor of overall survival and for patients with performance status 2, the median survival of 1.97 months was much worse than for those with performance status 1 or PS 0. Future studies should probably concentrate on PS 0/1 patients."

Commenting on the study, Prof Jean-Yves Douillard, ICO Centre Rene Gauducheau, France, Chair of the ESMO Educational Committee, not involved in the study, said: "This study is interesting and innovative. As stated by the author, there is no standard of care for such disease in second-line. However, more patients nowadays are eligible for second-line chemotherapy. The COG study showed that gefitinib at the high dose of 500mg per day improves progression-free survival, the primary endpoint, with a significant reduction of 21% in the risk of progression, but a modest benefit of the median (2 weeks). The improved progression-free survival may reflect a benefit in a subgroup of patients sensitive to gefitinib and the ancillary study TRANSCOG is looking at a predictive biomarker, possibly an EGFR mutation as seen in lung cancer. Hopefully a biomarker predicting efficacy will be identified to allow the use of gefitinib in esogastric cancer in a personalized fashion. Considering the present practice however, future studies should have a more active treatment choice than placebo in the control arm."

Combining S-1 and docetaxel improves survival in advanced gastric cancer: update on phase III START trial

An updated analysis of a Japanese trial has shown that the combination of the oral fluoropyrimidine S-1 with docetaxel is beneficial for metastatic gastric cancer patients.

S-1 is used as a standard treatment for advanced and recurrent gastric cancer in East Asia. In 2011, researchers reported the results of a phase III multi-center study that evaluated the potential benefits of adding docetaxel to S-1 in patients with advanced gastric cancer.

The results of this study had been reported through a planned analysis in 2011, however an independent biostatistician pointed out that a large number of censored cases led to an insufficient number of events for proper analysis. Now, Dr Kazuhiro Yoshida and colleagues present an updated analysis. They found that among the 635 patients analyzed, the median survival time was 12.48 months in the combination therapy group compared to 10.78 months in patients who received S-1 alone.

"This combination is much better than S-1 monotherapy which is regarded as one of the standard therapies for metastatic gastric cancer in Japan," Dr Yoshida said.

Electrons confined inside nano-pyramids

ScienceDaily (Sep. 28, 2012) ? Quantum dots are nanostructures of semiconducting materials that behave a lot like single atoms and are very easy to produce. Given their special properties, researchers see huge potential for quantum dots in technological applications. Before this can happen, however, we need a better understanding of how the electrons "trapped" inside them behave. Dresden physicists have recently observed how electrons in individual quantum dots absorb energy and emit it again as light.

Their results were recently published in the journal Nano Letters.

Quantum dots look like miniscule pyramids. Inside each of these nano-pyramids are always only one or two electrons that essentially "feel" the constricting walls around them and are therefore tightly constrained in their mobility. Scientists from Helmholtz-Zentrum Dresden-Rossendorf (HZDR), TU Dresden. TU Dresden and the Leibniz Institute for solid State and Materials Research Dresden (IFW) have now studied the special energy states of the electrons trapped inside individual quantum dots.

Sharp energy levels

The behaviour of electrons in a material essentially determines its properties. Being spatially constrained in all three spatial dimensions, electrons inside a nano-pyramid can only occupy very specific energy levels -- which is why quantum dots are also called "artificial atoms." Where these energy levels lie depends on the chemical composition of the semiconductor material as well as the size of the nano-pyramid. "These sharply defined energy levels are exploited, for example, in highly energy-efficient lasers based on quantum dots. The light is produced when an electron drops from a higher energy level into a lower one. The energy difference between the two levels determines the colour of the light," Dr. Stephan Winnerl of HZDR explains.

Seeing electrons inside individual quantum dots

The researchers in Dresden working with Dr. Winnerl were recently the first to succeed in scanning transitions between energy levels in single quantum dots using infrared light. Although, they could only do this after overcoming a certain hurdle: While the pyramids of indium arsenide or indium gallium arsenide form spontaneously during a specific mode of crystal growth, their size varies within a certain range. Studying them with infrared light, for example, one obtains blurred signals because electrons in different sized pyramids respond to different infrared energies. This is why it is so important to obtain a detailed view of the electrons trapped inside a single quantum dot.

The scientists approached this task with the special method of scanning near-field microscopy. Laser light is shone onto a metallic tip less than 100 nanometers thick, which strongly collimates the light to a hundred times smaller than the wavelength of light, which is the spatial resolution limit for "conventional" optics using lenses and mirrors. By focusing this collimated light precisely onto one pyramid, energy is donated to the electrons, thereby exciting them to a higher energy level. This energy transfer can be measured by watching the infrared light scattered from the tip in this process. While near-field microscopy involves major signal losses, the light beam is still strong enough to excite the electrons inside a nano-pyramid. The method is also so sensitive that it can create a nanoscale image in which the one or two electrons inside a quantum dot stand out in clear contrast. In this fashion, Stephan Winnerl and his colleagues from HZDR, plus physicists from TU and IFW Dresden, studied the behaviour of electrons inside a quantum dot in great detail, thereby contributing towards our understanding of them.

Infrared light from the free electron laser

The infrared light used in the experiments came from the free electron laser at HZDR. This special laser is an ideal infrared radiation source for such experiments because the energy of its light can be adjusted to precisely match the energy level inside the quantum dots. The laser also delivers such intense radiation that it more than makes up for the unavoidable losses inherent to the method.

"Next, we intend to reveal the behaviour of electrons inside quantum dots at lower temperatures," Dr. Winnerl says. "From these experiments, we hope to gain even more precise insights into the confined behavior of these electrons. In particular, we want to gain a much better understanding of how the electrons interact with one another as well as with the vibrations of the crystal lattice." Thanks to its intense laser flashes in a broad, freely selectable spectral range, the free electron laser offers ideal conditions for the method of near-field microscopy in Dresden, which benefits particularly from the close collaboration with Prof. Lukas Eng of TU Dresden in the scope of DRESDEN-concept.

Kayaking on The Yellow River

Whoever thought that people would be attracted to Northeast Iowa just to go kayaking. Every year a group of people, sometimes up to 20 of them flock to Northeast Iowa?s Yellow River. Iowa, known for cornfields is seldom thought of as a great place to kayak. Low and behold in a remote region of Iowa that is full of limestone bluffs, valleys, trees and scenery beyond belief with eagles and vultures flying overhead, there is a clear stream with rainbow and brown trout and smallmouth bass. The Yellow River has the steepest vertical elevation fall of any river in Iowa.

Your launch may be at a bridge called 16, a name that was given to a small community that existed there in the late 1800?s. Spend four hours on the Yellow River, stopping to fish or have a shore lunch with friends on a hot July day and you would swear that you were in Colorado or somewhere out west having the time of your life. There are beautiful vertical walls lush with liverworts and often the more observing kayakers will stop by the walls and pet the Lichens or Liverworts as they are known because they have a feel that is so special and unforgettable. An old timer, Bill Aard, saw his best friend cut in half at the sawmill. Bill never traveled more than 20 miles out of the valley during his whole life. He died at 103 years of age.

There now exists just downstream from Ion a well known native seed and plant nursery and The Natural Gait. Many people stay at The Natural Gait in one of their exquisite log cabins for their venture down the Yellow River. The Natural Gait has beautiful scenery from the bluff it feels like you can see forever. It is a magical place, well worth visiting.

On Wednesday, Lady Gaga ? yeah, that Lady Gaga ? tweeted a link to Caroline Rothstein?s video on her struggle with eating disorders, and in a matter of hours, the Wilmette native fielded emails and tweets from around the world.

?It?s really quite amazing,? said Rothstein, 29, a spoken-word poet and writer who attended New Trier High School and lives in New York.

Rothstein wrote the raw and personal poem, titled ?Fat,? more than six years ago. She performed it at national poetry slam contests, and it was posted to YouTube within the past year.

But nothing prepared her for Lady Gaga?s words or the response that followed. The pop artist, who faced relentless commentary on her recent weight gain and revealed this week that she has long suffered from eating disorders, called Rothstein ?a very inspiring woman.?

?I?m just beyond humbled and utterly grateful that it is being shared in this way and it is sparking this dialogue and conversation,? Rothstein said.

For 10 years, Rothstein battled with her body image. In middle school, she suffered through anorexia. In high school and college, bulimia was her poison.

?I used to daydream about eating dinner without wanting to kill myself,? she says in the video. Her ?disordered eating hell? included stomach ulcers, popped blood vessels and missing tooth enamel; dry skin and shedding hair; ?playing Russian roulette with my esophagus.?

She has been fully recovered for eight years and has been on a mission to share her story and raise awareness since. She has been dedicated, speaking on panels and working with nonprofits, but even her ?Body Empowerment? series on YouTube rarely broke the 500-view mark.

?To watch what she?s done with it, I?m just so proud of her,? said her mother, Nancy Rothstein.

On Thursday afternoon, ?Fat? had surpassed 20,000 views.

Wall Street jumps after Spain sets timetable for reforms

NEW YORK (Reuters) - U.S. stocks rallied on Thursday and the S&P 500 was set to break its five-day decline after Spain unveiled plans for economic reform, easing some worries about how the euro zone's debt crisis will be contained.

The broad-based rally put the benchmark S&P 500 index on track for its biggest percentage gain since the Federal Reserve announced its plan for a third round of stimulus on September 13.

Spain announced a detailed timetable for economic reforms for the fiscally troubled nation and a tough 2013 budget based mostly on spending cuts.

The EU's Economic and Monetary Affairs Commissioner, Olli Rehn, said Spain's detailed timetable for economic reforms goes beyond what the European Commission has asked of Spain. Rehn said it is an ambitious step forward.

"Any information that gives some understanding about what's going to happen is good for the market. It's small news, but more certainty is good," said Giri Cherukuri, head trader at OakBrook Investments LLC in Lisle, Illinois.

The Dow Jones industrial average <.dji> was up 95.92 points, or 0.72 percent, at 13,509.43. The Standard & Poor's 500 Index <.spx> was up 15.28 points, or 1.07 percent, at 1,448.60. The Nasdaq Composite Index <.ixic> was up 43.86 points, or 1.42 percent, at 3,137.56.

Apple , up 2.4 percent at $681.21, gave the biggest lift to the Nasdaq.

Hewlett-Packard Co shares rose 0.6 percent to $17.21, reversing a morning decline after Jefferies downgraded the Dow component's stock to "underperform." The brokerage said it expected continued problems in HP's personal computer segment.

On the deal-making front, Tempur-Pedic International Inc agreed to buy rival mattress maker Sealy Corp for about $242 million and assume about $750 million in debt. Tempur-Pedic shares jumped 13.6 percent to $30.42, while Sealy's stock rose 2.3 percent to $2.19.

Stocks were advancing before Spain's announcement on hopes that China would take steps to spur its slowing economy.

China has severely underestimated this year's global economic slowdown, and further cuts to Chinese interest rates or bank reserve requirements will hinge on any new deterioration in the external environment, a central bank adviser said on Thursday.

The comments underlined the view that global central banks were in lockstep with regards to stimulating their economies, after monetary easing plans were put in place by the European Central Bank and the Federal Reserve.

U.S. economic data was mixed. A report showed initial jobless claims dropped by 23,000 to 359,000, significantly more than the decline of 4,000 that had been expected.

But the final read on second-quarter gross domestic product showed growth of just 1.3 percent, weaker than an expected 1.7 percent. And August durable goods orders tumbled 13.2 percent, much more than the expected drop of 5 percent.

The Social Construction of Scientific Knowledge: The New AAP ...

The American Academy of Pediatrics (AAP) recently released a revised policy statement regarding male circumcision. Unlike previous policies on the issue, this one got a lot of media attention, probably because male circumcision itself has been in the news more than usual. The past few years have seen increasing mobilization against male circumcision (for example, intactivists (the term activists fighting for genital integrity have given themselves) tried to ban the practice in the city of San Francisco last year, though the attempt was unsuccessful). And the surgery gained some global attention this year after a German court ruled that it constituted grievous bodily harm against a minor. Many national governments and religious groups/leaders spoke out against the court ruling, the court?s decision has caused many to think a bit more about neonatal circumcision.

This is the context in which the AAP released its new policy. While its actual recommendations and findings are interesting, I am particularly intrigued by the new methodology of the literature review that forms the policy?s foundation. The AAP policy in 1999 derived from a literature review of the available studies on circumcision?its risks, benefits, complication rates, and even a little bit of the ethics surrounding the procedure. The new statement does the same thing, and though it covers more topics (for example, there has been a lot of recent research about circumcision as a possible HIV preventative, which was not part of the 1999 review), it explicitly limits the scope of the literature review in a new way.

This year?s policy draws only on English-language, peer-reviewed, scientific articles; specifically, it includes ?all meta-analyses; all randomized controlled trials; and all case-control, prospective and retrospective cohort, and cross-sectional studies?Case reports, case series, ecological studies, reviews, and opinions were excluded from the review? (e761). Additionally, literature was rated ?using the American Heart Association?s template for evidence evaluation? (e761); articles rated as excellent, good, fair, or poor were included, while anything deemed ?unsatisfactory? was excluded. In 1999, the AAP did not explicitly delimit the scope of the literature review. In fact, it drew some of its conclusions from surveys and case reports, evidence which would now either be totally excluded or carry less weight.

I appreciate that the AAP now makes the scope of the literature review explicit. In any research, we make determinations about what to include or exclude; it is important to be clear about how you arrived at particular conclusions, and part of being clear is defining how you select your sources. However, I also see something problematic in this schema. By narrowing the focus to a specific subset of scientific studies, the AAP is making a statement about what counts as objective, scientific evidence or what counts as expert knowledge on the topic of circumcision. Specifically, it establishes ?male circumcision? solidly in the realm of Western science, knowable only through a positivist, medical lens. While it is very important to establish medical, scientific evidence about certain risk, benefits, complications, and methods of circumcision, circumcision is always already a cultural practice. This is true when it is done for clearly religious or cultural reasons, AND when it is done in a routine, medical setting. By excluding research that does not meet the narrowly defined evidence evaluation guidelines, the Task Force cannot adequately assess the many dimensions of the practice.

In fact, much of the public debate surrounding circumcision has little to do with the science of circumcision; rather, it involves philosophical claims about the integrity of the body and the centrality of human rights, the roles of religion and identity in people?s lives, the value of tradition and technology. Even the science of circumcision as a medical practice is inextricably tied to social issues?the desire to discipline and control the body, the aesthetics (rooted in specific ideals about the gendered body) that inevitably weave themselves into surgical procedures (like the surgeries to ?correct? ?abnormal? genitalia). By giving the literature review the veneer of objectivity and scientific authority, the AAP insulates the policy from the complexity of real life, where circumcision?s purported health benefits clash with human values and sexualities, where circumcision?s purported risks intermingle with religious identities and economic realities. When it comes to penises (and genitals more generally), things are messy, and that is ok. It?s about time that doctors, and their professional associations, come to terms with the mess.

Mars rover appears to have landed in a dry streambed

It seems NASA chose the Curiosity rover?s destination wisely: The craft appears to have landed right in an ancient streambed. Tasked with searching for signs of life-friendly environments on Mars, the rover can now cross off ?find evidence for water? from its life-friendly to-do list, NASA announced in a press conference September 27.

NASA sent Curiosity to Gale Crater because data from orbiting spacecraft suggested the site had a good chance of having once been wet. Still, the speed with which the discovery came seems to have surprised the team.

?It is exactly the reason we chose this landing site,? said project scientist John Grotzinger of Caltech.

The best evidence for ancient rushing water comes from the rocks Curiosity has paused to investigate while wheeling toward Mount Sharp, an enormous pile of sediment rising from the crater?s center. These rocks, called conglomerates, are made of pebbles cemented together by once-wet sediments. ?

In other words, they?re rocks made of rocks.

Curiosity glimpsed its first conglomerate at the landing site, where retrorocket engines dusted off the planet?s reddish veneer and revealed the speckled bedrock beneath. ?There?s a layer there that seems to have rocks embedded in it,? said Mike Malin of Malin Space Science Systems in San Diego. The feature is now named ?Goulburn,? after geologic deposits in northern Canada.

Then, after stretching its wheels, the rover encountered another site called ?Link,? where more conglomerate rocks were found. The pebbles there and elsewhere point toward a watery transport mechanism, said Rebecca Williams of the Planetary Science Institute in Tucson, Ariz. Smooth and polished, roughly 1 centimeter across ? the size of a plain M&M candy ? the pebbles couldn?t have been transported by anything except water. ?These are too large to be transported by wind,? Williams said. ?The consensus is that these are water-transported gravels.?

Eventually, the rover found a rock called Hottah (named for a Canadian lake), which juts out of the Martian dust at an angle, jagged edges pointed skyward. ?To us, it just looked like somebody came along the surface of Mars with a jackhammer and lifted up a sidewalk,? Grotzinger said.

The 10- to 15-centimeter thick outcrop was once submerged, he said. ?And we can characterize that water as being a vigorous flow, on the surface of Mars.?

The interpretation is robust, says geologist Joseph Michalski, also of the Planetary Science Institute. ?There aren?t very many ways by which you can produce rounded pebbles like that.?

But the water?s source ? whether melting ice, rainfall, or groundwater ? and its duration on the surface are still open questions.

Scientists think the Martian streambed grew from a canyon that funneled water into Gale Crater. Roughly 18 kilometers long, about 600 meters across and 30 meters deep, the canyon ? called Peace Vallis ? cut into the crater rim, sweeping sediments to the crater floor and forming a floodplain. Had Curiosity landed roughly 3.5 billion years ago, she might have found herself in a stream, ?from ankle to hip deep, and maybe moving a few feet a second,? said William Dietrich of the University of California, Berkeley.

And while large, rounded pebbles certainly point to fast-flowing water, they don?t indicate anything about the flow?s duration, Michalski says. ?You may have had punctuated activity, or it could have been sustained for a shorter period,? he says. ??It doesn?t mean that it had to stay wet for millions of years.?

So, is it mission accomplished? Game over for the rover?

Not quite.

The rover is still tasked with searching for signs of a life-friendly environment, and with exploring the rocky record contained in the layers of Mount Sharp. In addition to water, the rover will look for organic carbon ? from which life could be built ? and molecules that could serve as an energy source. ?We?ve got a hall pass for the water observation,? Grotzinger said. ?Now we?re going to move on to the chemical building blocks of life and the elemental chemistry and the mineralogy.?
